That is a tiny part of the monument to Maria Flaminia Odescalchi Chigi, in the church of Santa Maria del Popolo. I suppose it represents incense being burnt in the honour of the deceased.
I had seen something similar by the monument of Maria Lezinscka in the church of Notre Dame du Bonsecours, in Nancy.
